Tanzania says to get IMF money

WASHINGTON (Reuters) - Tanzania will get a "good package" from the International Monetary Fund to help its export-based economy, which is reeling from the global slowdown, the nation's finance minister said on Saturday.

Finance Minister Mustafa Mkulo told a news conference that Tanzania had made proposals to the IMF and was going to get funds, which would be used to bolster the government's efforts to spur the economy.

"I am not sure I am allowed to say how much. I have to tell my president first before he hears it from Reuters. We got a very good package from the IMF," Mkulo said.

IMF Managing Director Dominique Strauss-Kahn confirmed the discussions with Tanzania, but would not say how much money would be disbursed to the east African country.

"It shows what we have said from the beginning, there is some room for fiscal stimulus everywhere. Some countries, including in Africa ... may have this kind of stimulus policy and that's the case of Tanzania," Strauss-Kahn told a news conference.

He said African countries that had practiced fiscal prudence before the crisis were in a position to increase public spending to help their economies weather the global downturn, which has hit government revenues hard.

"We have had this discussion with Tanzania, and they are not the only one in Africa showing ... some fiscal room. Unfortunately, there are also a lot of African countries ... which may be hard hit by the crisis and not having room enough for fiscal stimulus."

With traditional export markets disappearing and some mining projects being shelved, Mkulo warned that worst global economic and financial crisis in decades, triggered by the collapse of the U.S. housing market, threatened to wipe out gains achieved by his country in the last 10 years

He said growth in Tanzania's gross domestic product was forecast to slow to around 5 percent this year from a brisk 7.4 percent expansion in 2008.

The slump in the prices of major export commodities such as cotton, sisal and coffee is squeezing the country's revenue, with farmers also reluctant to sell at lower prices, Mkulo said.

Tanzania early this year suspended plans to tap international financial markets with an inaugural Eurobond issue, which would have raised about $500 million (340 million pounds) to fund infrastructure projects.

The country, whose relative macroeconomic stability has made it popular among foreign investors, also put on hold plans to seek a sovereign debt rating.

Mkulo said the suspensions were out of concern that the ratings agencies who were going to undertake the exercise were responsible for the global financial crisis. He said Tanzania was still looking into the benefits of both a Eurobond issue and credit rating before deciding on the next step.

"We felt it was not prudent to use the ratings agencies at this time. Two of our sister countries, who I won't mention, went to the market. They borrowed at about 8.5 percent and by
December the interest had risen to 17 percent," he said.

"Because we had planned to get some money from the international bond market, we have had to plan differently. We are going to get the money from different sources."

Saudi Arabian investors want to lease 500,000 hectares of farmland in Tanzania to grow rice and wheat. The Saudis made the request during President Jakaya Kikwete is visit to the Kingdom that ended yesterday.
Senior officials from the Saudi capital's chamber of commerce came up with the request on the sidelines of a meeting with the Head of State. President Kikwete is reported to have told the Saudis that Tanzania could lease them plots that covered up to 10,000 hectares each for 99 years. "Tanzania is ready to do business with you ... There is 100 million acres (40.5 million hectares) of good available land," Mr Kikwete telling the Saudi businessmen.
Senior economist Ibrahim Lipumba said promoting agriculture was important, but added that such investments required concrete policy direction. Mr Lipumba is also chairman of the opposition Civic United Front.
The president of the Tanzania Chamber of Commerce, Industry and Agriculture (TCCIA), Mr Aloys Mwamanga, called it "good business", provided collateral benefits for the country were taken into account. Tanzania Investment Centre (TIC) executive director Emmanuel ole Naiko said such an investment would create many jobs for locals, adding that he expected the Head of State to refer the Saudi investors to TIC.
The Saudis are interested in leasing the equivalent of about 0.5 per cent of Tanzania's land surface because of the country's geographic proximity, political stability and availability of water resources and farmland.

Tanzanian Inflation Rate Fell to 13% in March on Fuel, Water

Tanzania's annual inflation rate dropped to 13 percent in March as energy and water costs decreased, said Ephraim Kwesigabo, an economist at the National Bureau of Statistics.

Inflation slowed from 13.3 percent in February, Kwesigabo said today in an interview from the commercial capital, Dar es Salaam. Prices rose 0.6 percent in the month, while energy and water costs declined 0.9 percent, he said.

University of Connecticut's Hasheem Thabeet, a 7-foot-3 center from Tanzania, has decided to enter the National Basketball Association draft, the university said Tuesday.

Thabeet, a two-time defensive player of the year in the Big East conference in which Connecticut plays, averaged 13.6 points, 10.8 rebounds and 4.2 blocked shots per game in helping the Huskies to a 31-5 record and a Final Four berth in the National Collegiate Athletic Association (NCAA) tournament.

"After spending time with my family and friends and speaking with Coach (Jim) Calhoun, I have decided to give up my final year at UConn and enter my name in the 2009 NBA Draft," Thabeet said in a statement released by the university.

"I have had a great experience at Connecticut and cannot thank my coaches and teammates enough. I look forward to the challenge of playing professionally and know that my time here at UConn has prepared me to be successful in the future.

"I also want to thank all of the fans in Husky Nation that have followed my career, especially those from my homeland of Tanzania, and hope they will all be as supportive of me at the professional level as they have been to this point."

Calhoun called Thabeet "one of the most dominant defensive players in the history of college basketball."

"I am certain that wherever he ends up in the NBA, he is ready to be equally successful," Calhoun said. "He is a special player and even more special as a person."

Tanzania puts new hurdle in path to common market

Tanzania is questioning the powers of a key organ of the East African Community, forcing negotiators back to the drawing board in the search of a breakthrough towards a common market.

Tanzania’s posturing on the relevance of decisions made by the East African Council of Ministers is the latest of the country’s parting of ways with the other four members — Kenya, Rwanda, Uganda and Burundi – on the future of the regional bloc.

The country has in the past raised concerns over the common market on the grounds that free movement of labour and goods and access to land by members of other states would destabilise its economy.

The questioning of the validity of the council’s decisions has left negotiators who had gone to Kampala hoping to clear most hurdles on the integration process looking at a long drawn out affair.
The EAC Secretariat said in a statement that Tanzania’s concerns stemmed from Article 87 and 88, which centred on regulations, directives and decisions as well as the conclusion of the relevant annexes.

“Tanzania maintains it is the partner states and not the council that should conclude regulations, directives and annexes to give full effect to the provisions of the common market protocol,” the secretariat said. Rwanda, Kenya, Burundi, and Uganda’s have insisted that the role is the preserve of the council of ministers.

Tanzania also maintained that it would not budge on its earlier position regarding land and residency rights.

Tanzania-Rwanda-Burundi Railway Test of Progress

The Planned Tanzania-Rwanda-Burundi railway is a dream come true. Experts say, the project, which starts later this year, is expected to be completed in 2014.

Engineers said recently the Dar es Salaam-Isaka railway line whose project costs will be in the area of US$3.5 billion will comprise of a modern high-speed train, with a minimum speed limit of 120 kilometers per hour.

That means that goods leaving Dar es Salaam in the morning will be in Kigali by evening and not the six days, like earlier designed to. That is very good for business, transport and development. That will be a first one in the region, the nearest of this kind of project being only in South Africa.
The greater news is that this is being done under the auspices of the East African Community.

Secondly, this comes at a time when the Kenya-Uganda railway, run by the RVR consortium is undergoing a sham performance. This will have significant effects on the way business is run.

First, it will give Dar es Salaam port added pressure to perform well beyond its present capacity as the current hinterland will see most importers and exporters shift from Mombasa port to Dar.

It takes 10 days for goods to leave Mombasa to Kigali by road.
Rwandan importers and consumers would save a trifle. Importers in Kigali who use road transport say that up to 40 percent of their capital is spent on transport.

The costs have been further pushed up by the strict enforcement of the three-axle load limit, many roadblocks and the bad roads in the region.

Records show that whereas a Rwandan importer spends between 40% and 50% of the value of the export on transport and insurance, the average for the world's developed countries is 8.6% and 17.2% for the least developed countries.

The railway line will spur development and exploitation of untapped natural resources in Tanzania, Burundi and the Congo which will provide the critical level of tonnage to support the railway.

The line would certainly greatly reduce transport costs as the only available means is by road and air, which are certainly way above what many ordinary folks can afford. It would also spur tourism and interaction for East Africans.

Martime records show that the number of containers transiting Tanzania is expected to increase by as much as 1,200 % or about 3 million foot equivalent units (FEUs) in the next 20 years. Last year, Dar es Salaam Port handled 350,000 containers over the planned 250,000 containers.
