Serikali ya Tanzania kupitia Wizara ya Mifugo na Uvuvi ikiongozwa na Waziri wake machachari Mheshimiwa John Pombe Magufuli wiki moja iliyopita alizindua mradi huo ambao umeshirikisha nchi ya Afrika Kusini. Mradi huu ni kwa ajili ya kukamata uvuvi haramu. Baada ya mradio huo kuzinduliwa haikupita siku nyingi matunda yake kuonekana kama unavyoona hapo juu meli ya maharamia kutoka Vietnam imekamatwa
Katika meli hiyo kulikuwa na wafanyakazi 35 ambao wengi wao wanatoka nchi za vietinam.
Magufuli aliwapongeza askari wa Tanzania na wale wa Afrika Kusini kwa kuwazawadia vitu mbalimbali. Oparesheni hiyo ilifanywa na meli ya Sahar baartman ya Afrika kusini baada ya kukodiwa na Wizara ya Uvuvi na Mifugo kwa ajili ya kukomesha wizi wa samaki unaofanywa na mataifa matajiri duniani. Kwa muda wa miaka hamsini haikuwahi mkukamatwa kwa meli yoyote pamoja na kuwa tayari Tanzania ina rada ya kuweza kuona uhalifu baharini, lakini ilikuwa inashidwa namna ya kuweza kupata vifaa vya kuweza kuwafikia maharamia hao. Rais Jakaya Kikwete amewapongeza mashujaa hao waliofanikiwa kukamtwa kwa wahalifu hao, pia ametoa onyo kali kwa maharamia hao na kubainisha kuwa nchi ya Tanzania, Kenya, Msumbiji hazitakubali kuona vitendo hivyo vinaendelea.

MKUTANO MKUU WA IMF WAFUNGULIWA DAR ES SALAAM- TANZANIA.

Mkurugenzi Mkuu wa Shirika la Kimtaifa la Fedha, IMF, Dominique Strauss-Kahn amesema kuwa mgogoro mkubwa wa kiuchumi duniani unahatarisha kuyatumbukiza mataifa masikini katika hali mbaya zaidi ya mizozo na umasikini.

Akizungumza wakati wa ufunguzi wa mkutano wa kimataifa ulioandaliwa na shirika hilo mjini Dar es Salaam, Tanzania, mkuu huyo wa IMF amesema kuwa hali ya kuyumba kwa uchumi inatishia kuwarejesha mamilioni ya watu katika ufukara uliyotopea.

Kwa upande wake, Rais Jakaya Kikwete wa Tanzania, akifungua rasmi mkutano huo, alizungumzia umuhimu kwa nchi za Afrika kutojisahau katika kujiandaa na hali ya kuyumba kwa uchumi duniani.

Mkutano huo wa siku mbili unawajumuisha pamoja zaidi ya washiriki mia tatu wakiwemo mawaziri, magavana wa benki kuu na wadau wengine wa sekta za fedha na uchumi kutoka Afrika.

SUDANI YAPIMA UWEZEKANO WA KUBADIRISHA WARANTI YA ICC

Sudan imesema,inachunguza iwapo waranti iliyotolewa na Mahakama ya Kimataifa ya Uhalifu ICC kumkamata Rais Omar al-Bashir,itaweza kubatilishwa au kuahirishwa.
Hiyo ni ishara ya kwanza kuwa Sudan inashughulikia suala hilo. Hatua kama hiyo haimbatani kabisa na matamshi ya kejeli ya Rais Omar al-Bashir kupuuza waranti iliyotolewa na Mahakama ya Kiamatifa ya Uhalifu ikimtuhumu kuhusika na mauaji katika jimbo la Darfur, magharibi ya Sudan.

Msemaji wa wizara ya mambo ya nje Ali Al-Sadig alipozungumza na shirika la habari la Reuters alisema,maafisa wa Sudan huenda wakalifikisha suala la waranti hiyo katika Mahakama ya Kimataifa ya Sheria na kuwaomba washirika wake washinikize kuiahirisha kesi katika Baraza la Usalama la Umoja wa Mataifa.

Amesema,majadiliano yanafanywa pamoja na China, Urusi na Libya-nchi wanachama katika Baraza la Usalama. Nchi hizo zimeshaeleza upinzani wake kuhusiana na waranti ya ICC.Sudan pia imearifiwa na Urusi na China kuwa mataifa ya magharibi yaliyosimama kidete kuipinga Khartoum pale waranti ya kumkamata Rais Bashir ilipokuwa ikitayarishwa,sasa huenda zikawa tayari kuijadili kesi hiyo.

Juma lililopita wanadiplomasia walisema,Uingereza,Ufaransa na Marekani, wote wanachama wa kudumu katika Baraza la Usalama,huenda wakaunga mkono pendekezo la kuiahirisha waranti hiyo,ikiwa maendeleo dhahiri yatapatikana huko Darfur na yatafanywa majadiliano thabiti ya amani.

Kwa maoni ya baadhi ya wachambuzi, serikali ya Sudan huenda ikahisi kuwa inatengwa pole pole kwani haikuungwa mkono hivyo na nchi za Mashariki ya Kati.Kwa upande mwingine wachambuzi wanasema,waranti hiyo huenda ikachochea machafuko zaidi katika jimbo la Darfur ambako vikosi vya amani vinajikuta katikati ya mgogoro huo.

Mahakama ya Kimataifa ya Sheria ni taasisi iliyo tofauti na Mahakama ya Kimataifa ya Uhalifu,licha ya kuwa zote mbili zipo The Hague nchini Uholanzi.Kazi mojwapo kuu ya Mahakama ya Kimataifa ya Sheria ni kusuluhisha migogoro inayohusika na sheria.

Migogoro hiyo hufikishwa hupelekwa huko na wanachama wa Umoja wa Mataifa.Wataalamu wa kimataifa wanasema,si chini ya watu 200,000 wameuawa huko Darfur,wakati Khartoum ikisema ni watu 10,000 waliopoteza maisha yao.Mgogoro huo ulianza mwaka 2003 baada ya waasi,hasa wale wasio na asili ya Kiarabu waliposhika silaha kupambana na serikali ya Khartoum.

Tanzania accepts national’s dropping

The Tanzanian government has signalled its acceptance of United Nations Secretary General Ban Ki-moon’s decision to demote Under Secretary General of the United Nations and Executive Director of the United Nations Human Settlements Programme, Anna Tibaijuka.

Although it has not been confirmed if indeed the matter was discussed between President Jakaya Kikwete and Mr Ki-moon when the latter visited the country in the week preceding Prof Tibaijuka’s demotion, high-ranking officials said the government has accepted the decision.

Deputy Minister for Foreign Affairs and International Co-operation Seif Ali Idd said that Tanzania has accepted the change, and that it was within the Secretary General’s powers and prerogative to make it.

Mr Idd said it was important to note that Mrs Tibaijuka continues to serve at the UN as the Executive Director of UN-Habitat, a position endorsed by the UN General Assembly, while the UNON post is the prerogative of the UN Secretary General.

Others Tanzanians in the UN system include former foreign minister Dr Asha-Rose Migiro, who is currently serving as Deputy Secretary General, the third Deputy Secretary-General to be appointed since the post was established in 1997.

It also appears that Tanzania provided extra-tight security for the official visit of UN Secretary General Ban Ki-moon because there was a plan to protest over leaked information that Mrs Tibaijuka had been demoted .

Joint team to study Tanzania tax regime

The Joint Finance Commission intends to study the current Tanzanian tax regime in order to rectify shortcomings that have raised complaints on both sides of the Union.

The ten-member commission will eventually propose a more mutually acceptable tax system that would be applicable in the entire United Republic of Tanzania.

Established in 2003, the JFC was charged with the task of advising the Union government on the fiscal system with respect to revenue and expenditure to end the discontent that exist on the matters.

The tax area, which according to JFC is high on its priority list, has been at the centre of discontent between Zanzibar and the mainland Tanzania.

Although the Tanzania Revenue Authority operates in Zanzibar, the Isles have their own revenue board charged with collecting fees and duties.

The JTC has already floated a tender for a consultant to study the existing tax system and propose a new acceptable system that would be used by both governments.

The new system could spell the end of the Zanzibar Revenue Board whose contentious existence has, at times, seen goods such as vehicles being taxed again by TRA when brought to the mainland.

The JTC said in a public notice that consultants who are interested to must provide information that they are qualified to perform the duty, including availability of appropriate skills among staff. T

he selection of a consulting firm will be in accordance with the procedures set out in the public procurement Act No. 21 of 2004 and the public procurement (selection and employment of consultants) regulations, 2005.

In assessing the submissions, consideration will be given to the technical competence of the consultant, qualification and experience of staff to be proposed for the assignment and capability to undertake the assignment.

Short-listing will be considered to the consultants with demonstrated experience and excellence including track records in similar assignments.

Furthermore, short-listed firms will be invited to submit their proposals through a letter of invitation including specific terms of reference.

The deadline for submission of expression of interest is March 19 this year.

Expression of interest will be opened in public and in the presence of consultant�s representatives who choose to attend at the Joint Finance Commission conference room.

HIV/AIDS infection, prevalence rate drops in Tanzania

The rate of HIV/AIDS new infection and prevalence in Tanzania has dropped to 5.7 percent in 2007/2008 down from 7.0 percent in 2003/2004, according to the latest available figures revealed by the Tanzania HIV/AIDS and Malaria Indicator Survey 2007/2008.

Tanzanian minister of state in the prime minister's office, Phillip Marmo, said while launching the report on the survey this week that the decline is a major success in the fight against the pandemic in the country.

The survey has found that women had recorded a higher prevalence rate of 6.6 percent as against the 4.4 percent posted by men in the country.

The survey, carried out in all the 26 administrative regions of Tanzania, has found that the island of Pemba in the Indian Ocean archipelago of Zanzibar had registered the lowest infection and prevalence rate of 0.3 percent whereas the southern region of Iringa had the highest rate of 15.7 percent.

The survey was carried out among Tanzanians aged between 15 and 49 years

Katika hutuba yake Waziri Mkuu alisema kuwa takwimu kutoka Wizara ya Mambo ya Ndani ya Nchi zinaonyesha kuwa matukio ya ujamabazi wa kutumia silaha mwaka 2004, yalikuwa 1,174. lakini yalipungua hadi kufikia 1,o31 mwaka 2008. ikiwa ni upungufu wa matukio 143 sawa na asilimia 12. ikiwa nimafanikio makubwa ya kupambana na matukio hayo.

Mauaji ya vikongwe katika nchi yetu imekuwa ni tatizo la muda. Taifa limekuwa likipoteza vikongwe kwa imani za kishirikina jambo ambalo siyo la kweli. TAKWIMU ZINAONYESHA kuwa katika kipindi cha miaka Mitano kuanzia mwaka 2003 hadi Februari 2009 Mkoa wa Mwanza waliuawa vikongwe 696. Shinyanga 522, Tabora 508. Iringa 256, Mbeya 192, Kagera 186, Singida 120, na Rukwa 103, Jumla ya vikongwe waliouawa katika kipindi hicho ni 2,866 hii ni sawa na wastani wa mauaji ya vikongwe 573 kwa mwaka au 47 kwa mwezi.

Waziri Mkuu aliongeza kuwa Serikali haiwezi kukaa kimya, Hivyo Serikali imeamua kurejesha ulinzi wa sungu sungu na kuiboreshea uwezo wa kufanya kazi. Nia na madhumuni ya uzinduzi huu ni kuhakikisha wale wote wanaojihusisha na mauaji ya walemavu wa ngozi, wauaji wa vikongwe na wauza madawa ya kulevya wanafahamika. Hii itakuwa ni siri ya kila mtoa maoni ilitabainisha kuwa katika mchakato huo wananchi wasikomoane hata kama walikuwa wanachuki basi chuki hiyo isiwepo bali wafanye kazi kwa umakini.

AFTER A DEVASTATING BIRTH ENJURY, HOPE

Lying side by side on a narrow bed, talking and giggling and poking each other with skinny elbows, they looked like any pair of teenage girls trading jokes and secrets.

But the bed was in a crowded hospital ward, and between the moments of laughter, Sarah Jonas, 18, and Mwanaidi Swalehe, 17, had an inescapable air of sadness. Pregnant at 16, both had given birth in 2007 after labor that lasted for days. Their babies had died, and the prolonged labor had inflicted a dreadful injury on the mothers: an internal wound called a fistula, which left them incontinent and soaked in urine.

Last month at the regional hospital in Dodoma, they awaited expert surgeons who would try to repair the damage. For each, two previous, painful operations by other doctors had failed.
“It will be great if the doctors succeed,” Ms. Jonas said softly in Swahili, through an interpreter.
Along with about 20 other girls and women ranging in age from teens to 50s, Ms. Jonas and Ms. Swalehe had taken long bus rides from their villages to this hot, dusty city for operations paid for by a charitable group, Amref, the African Medical and Research Foundation.

The foundation had brought in two surgeons who would operate and teach doctors and nurses from different parts of Tanzania how to repair fistulas and care for patients afterward.
“This is a vulnerable population,” said one of the experts, Dr. Gileard Masenga, from the Kilimanjaro Christian Medical Center in Moshi, Tanzania. “These women are suffering.”

The mission — to do 20 operations in four days — illustrates the challenges of providing medical care in one of the world’s poorest countries, with a shortage of doctors and nurses, sweltering heat, limited equipment, unreliable electricity, a scant blood supply and two patients at a time in one operating room — patients with an array of injuries, from easily fixable to dauntingly complex.

The women filled most of Ward 2, a long, one-story building with a cement floor and two rows of closely spaced beds against opposite walls. All had suffered from obstructed labor, meaning that their babies were too big or in the wrong position to pass through the birth canal. If prolonged, obstructed labor often kills the baby, which may then soften enough to fit through the pelvis, so that the mother delivers a corpse.

Obstructed labor can kill the mother, too, or crush her bladder, uterus and vagina between her pelvic bones and the baby’s skull. The injured tissue dies, leaving a fistula: a hole that lets urine stream out constantly through the vagina. In some cases, the rectum is damaged and stool leaks out. Some women also have nerve damage in the legs.

One of the most striking things about the women in Ward 2 was how small they were. Many stood barely five feet tall, with slight frames and narrow hips, which may have contributed to their problems. Girls not fully grown, or women stunted by malnutrition, often have small pelvises that make them prone to obstructed labor.

The women wore kangas, bolts of cloth wrapped into skirts, in bright prints that stood out against the ward’s drab, chipping paint. Under the skirts, some had kangas bunched between their legs to absorb urine.

Not even a curtain separated the beds. An occasional hot breeze blew in through the screened windows. Flies buzzed, and a cat with one kitten loitered in the doorway. Outside, kangas that had been washed by patients or their families were draped over bushes and clotheslines and patches of grass, drying in the sun.

Speaking to doctors and nurses in a classroom at the hospital, Dr. Jeffrey P. Wilkinson, an expert on fistula repair from Duke University, noted that women with fistulas frequently became outcasts because of the odor. Since July, Dr. Wilkinson has been working at the Kilimanjaro Christian Medical Center, which is collaborating with Duke on a women’s health project.

“I’ve met countless fistula patients who have been thrown off the bus,” he said. “Or their family tells them to leave, or builds a separate hut.”
For the women in Ward 2, the visiting doctors held out the best hope of regaining a normal life.
Fistulas are a scourge of the poor, affecting two million women and girls, mostly in sub-Saharan Africa and Asia — those who cannot get a Caesarean section or other medical help in time.

Long neglected, fistulas have gained increasing attention in recent years, and nonprofit groups, hospitals and governments have created programs, like the one in Dodoma, to provide the surgery.
Cure rates of 90 percent or more are widely cited, but, Dr. Wilkinson said, “That’s not a realistic number.”

It may be true that the holes are closed in 90 percent of patients, but even so, women with extensive damage and scarring do not always regain the nerve and muscle control needed to stay dry, Dr. Wilkinson said.
Ward 2 at the hospital is a long, one-story building with a cement floor.

Ideally, fistulas should be prevented, but prevention — which requires education, more hospitals, doctors and midwives, and better transportation — lags far behind treatment. Worldwide, there are still 100,000 new cases a year, and most experts think it will take decades to eliminate fistulas in Africa, even though they were wiped out in developed countries a century ago.

Their continuing presence is a sign that medical care for pregnant women is desperately inadequate.
“Fistula is the thing to follow,” Dr. Wilkinson said. “If you find patients with fistula, you’ll also find that mothers and babies are dying right and left.”
The day before her surgery, Ms. Jonas sat on her bed, anxiously eyeing the other women as they were wheeled back from the operating room. Some vomited from the anesthesia, and she found it a distressing sight.

Ms. Jonas said that when she was 16, she became intimate with a 19-year-old boyfriend, without realizing that sex could make her pregnant. It quickly did. Her labor went on for three days. By the time a Caesarean was performed, it was too late. Her son survived for only an hour, and she developed a fistula, as well as nerve damage in one leg that left her with an awkward gait.

Her boyfriend denied paternity and married someone else, and some friends abandoned her because she was wet and smelled. She was living in a rural village in a two-room mud hut with her parents, two sisters and a brother. She had one year of education and could not read or write, but said that she hoped to go to school again someday.

The operating room in Dodoma had just enough room for two operating tables, separated by a green cloth screen. Two at a time, the patients, wearing bedsheets they had draped as gracefully as their kangas, walked in. Some were so short that they needed a set of portable steps to climb up onto the table.

The women had an anesthetic injected into their spines to numb them below the waist, and then their legs were lifted into stirrups. Awake, they lay in silence while the doctors worked, Dr. Masenga at one table and Dr. Wilkinson at the other, each surrounded by other doctors who had come to learn.

An air-conditioner put out more noise than air. Flies circled, sometimes lighting on the patients. A mouse scurried alongside the wall. There were none of the beeping monitors that dominate operating rooms in the United States. Periodically, a nurse would take a blood pressure reading.
Midway through the first operation the power failed, and the lights went out. Dr. Wilkinson put on a battery-powered headlamp and kept working, but Dr. Masenga had to depend on daylight. Their scrubs and gowns grew dark with sweat.

Most fistula surgery is performed through the vagina, and can take anywhere from 30 minutes to several hours. It involves more than simply sewing a hole shut: delicate dissection is needed to loosen nearby tissue so that there will not be too much tension on the stitches, and sometimes flaps of tissue must be cut and sculpted to patch or replace a missing or damaged area. It can take several weeks to tell how well the operation worked.

At the end of the week in Dodoma, the surgeons said that of the 20 operations, some were straightforward and easy, and a few seemed likely to fail. Three patients needed such complicated repairs that they were referred to the Kilimanjaro medical center

At first, it seemed as if Ms. Jonas’s operation had worked, while Ms. Swalehe’s outlook was uncertain. Shortly after their surgeries, the two young women were violently ill. Ms. Swalehe wept from pain when the surgeons came in to check on her. But both women were smiling the next day, hoping for the best. (Ultimately, Ms. Jonas’s surgery failed, and Ms. Swalehe’s succeeded.)

One day after the last operation, the fistula surgeons moved on, already thinking about the countless new cases that awaited them.

MZIGO MZITO WAIELEMEA HOSPITALI YA MKOA WA DODOMA.

Hospitali ya Mkoa wa Dodoma ilijengwa mwaka 1930. Ilianza kama zahanati, ambapo baadaye ilipanuka na kuwa kituo cha afya na hatimaye hospitali. Kwa sasa ndiyo hospitali ya rufaa kwa wagonjwa kutoka wilaya sita za Mkoa wa Dodoma, ambazo ni Bahi, Chamwino, Dodoma Mjini, Kondoa, Kongwa na Mpwapwa. Licha ya hospitali hiyo kuwa ya rufaa, pia inahudumia wakazi wote wa Mkoa wa Dodoma, wanaokisiwa kuwa ni zaidi ya milioni mbili.

Watu wanaohudumiwa katika hospitali hiyo ni wengi, ikilinganishwa na wafanyakazi 400 waliopo na vitanda 420 vilivyopo hospitalini hapo.Pamoja na kuwapo hospitali kuu ya mkoa, mkoa wa Dodoma una vituo vya kutolea huduma za afya. Kuna jumla ya hospitali saba, ambapo tano ni za serikali na mbili ni za watu binafsi.

Kuna jumla ya vituo 25 vya afya, ambapo 20 ni vya serikali na vitano vya watu binafsi. Kuna zahanati 277, ambapo 220 ni za serikali na 57 za watu binafsi. Pamoja na kuwapo kwa vituo vingi vya afya, bado hospitali ya Mkoa wa Dodoma imekuwa ikihudumia idadi kubwa ya watu, hususan wakati wa vikao vya Bunge, ambapo Mji wa Dodoma hukusanya watu wanaofikia 400 kila siku.

Licha ya vikao vya Bunge, pia hospitali hii hupokea wagonjwa wa kawaida wanaohitaji huduma kutoka mikoa mbalimbali, kutokana na mazingira ya kijiografia.Mganga Mkuu wa Hospitali hiyo, Dk. Geodfrey Mtey, anasema kwa siku hospitali yake hupokea wagonjwa wa nje kati ya 300 hadi 500 na pia huwa na wagonjwa waliolazwa kati ya 300 na 500.

Dk. Mtey anasema kuwa kwa mwaka wagonjwa 31,515 hulazwa, ambapo wastani wa mgonjwa kukaa hospitalini ni siku nne hadi siku tano. Mganga Mkuu huyo anasema kuwa lengo kuu ni kuwapo kwa huduma za afya za ngazi ya rufaa, zitakazokidhi mahitaji makubwa ya huduma za tiba na kinga katika Mkoa wa Dodoma.

Anasema mahitaji yanaongezeka, kutokana na kasi iliyopo ya kuhamia Dodoma na kuanzishwa kwa taasisi za kijamii, ikiwamo vyuo vikuu vipya, ambavyo ni Chuo Kikuu cha Dodoma (UDOM), kinachomilikiwa na Serikali na Chuo Kikuu cha Mtakatifu Yohana, kinachomilikiwa na Kanisa Anglikana.

Anasema kuna mpango wa kuifanya hospitali hiyo, kuwa na uwezo wa kutoa huduma maalumu na za daraja stahiki za kutosheleza mahitaji ya taasisi, zitakazokuwa na wafanyakazi wanachama wa Mfuko wa Taifa wa Bima ya Afya na bima nyingine.“Viongozi wa kitaifa wakiwamo wabunge, kwa kuwa Bunge la Jamhuri ya Muungano linafanya vikao vyake kwa muda usiopungua miezi sita hapa Dodoma, wataandaliwa pia huduma zao,” anasema Dk. Mtey.

Aidha, Mganga Mkuu huyo anasema lengo lingine ni kuifanya hospitali hiyo, kuwa ni kitovu cha kufundishia kwa vitendo wataalamu mbalimbali wa afya, ikiwa ni pamoja na wataalamu wa ngazi za chini wanaohitajika kwa wingi katika kufanikisha Mpango wa Maendeleo ya Afya ya Msingi (MMAM).

Dk. Mtey anasema kuwa ili malengo hayo yafikiwe ni lazima kuboresha hali ya utumishi na watumishi, kufikia kiwango stahili kitaaluma na kiikama ifikapo mwaka 2015 na kuongeza eneo la kuboresha hali ya miundombinu ya hospitali kukidhi mahitaji ya hospitali ya ngazi ya rufaa ifikapo mwaka huo.

Anataja mkakati mwingine kuwa ni ule wa kuboresha upatikanaji wa vifaa vya tiba na dawa kwa ngazi ya hospitali ya rufaa ifikapo mwaka 2015 na kuwapo kwa mifumo na huduma saidizi za msingi zenye kukidhi viwango vya hospitali ya rufaa.

Pamoja na kuwapo kwa mipango hiyo ya kuhakikisha hospitali hiyo inakuwa katika ngazi ya rufaa, Dk. Mtey anataja changamoto mbalimbali ambazo zinaikabili hospitali hiyo kuwa ni upungufu wa watumishi, kulinganisha ikama na mahitaji na kuwapo kwa baadhi ya watumishi wachache waliokata tamaa na wazembe.

Changamoto nyingine ni wingi wa wagonjwa unaotokana pamoja na mambo mengine kutokuwapo utaratibu mzuri wa mfumo wa rufaa na upungufu wa maeneo ya kutosha kwa ajili ya upanuzi.

Changamoto nyingine ni miundombinu ya majengo, barabara, umeme, maji na mawasiliano isiyokidhi viwango vya utoaji huduma bora na mahitaji ya wagonjwa waliopo. Pia, Dk. Mtey anasema kuna upungufu wa vifaa vya tiba na dawa za kutosha kwa wakati wote na ufinyu wa bajeti.

Anasema mikakati mbalimbali ya kukabiliana nazo, imewekwa ambayo ni pamoja na kuongeza watumishi wa kada mbalimbali kulingana na ikama; na kuinua ari na moyo wa watumishi kufanya kazi. Mkakati mwingine ni kupeleka maombi serikalini ili kupatiwa eneo la kutosha, kwa ajili ya kujenga majengo mapya. Mkakati mwingine ni kukarabati majengo ya sasa na kuongeza samani na dawa.

Dk. Mtey anasema ili kuhakikisha hayo yanafanyika, tayari majengo mapya yameanza kujengwa, ikiwemo jengo la ghorofa moja la wagonjwa wa nje (OPD), ambalo litakuwa na sehemu za kuhudumia wagonjwa wa kawaida na wa dharura, sehemu ya kupumzikia wagonjwa kawaida na sehemu za ofisi za kliniki za ushauri nasaha na upimaji magonjwa maalumu, kama macho, ngozi, meno, pua, masikio, koo na kifua kikuu.

Pia, jengo hilo litakuwa na sehemu za maabara ndogo, ofisi za viongozi, waganga na wauguzi wa hospitali, sehemu ya X-ray, sehemu ya mazoezi ya viungo na sehemu ya maduka na mgahawa.

Dk. Mtey anasema pia kuwa jengo la wazazi la ghorofa moja, limeanza kujengwa na pia jengo la grade 1 litajengwa kwa mkopo kutoka Bima ya Afya. Baadhi ya majengo yatabomolewa, likiwamo jengo la maabara la zamani.

Hivi sasa hospitali hiyo imepata jengo jipya la maabara, lililojengwa na Shirika la Ujerumani la ABBOTT kwa dola za Marekani 389,000. Upanuzi huo utawezesha hospitali hiyo, kuwa na uwezo wa kupokea wagonjwa wa nje 500 hadi 600 kwa siku, zikiwamo huduma maalumu.

“Upanuzi huu utawezesha hospitali kuwa na vitanda 740 kutoka vitanda 420 vilivyopo sasa na kuhudumia madaktari na wauguzi wanafunzi, watakaokuwa katika mazoezi ya vitendo 30 hadi 50 kwa wakati mmoja,” anasisitiza.

SUDAN WARNS CONSEQUENCES OVER BASHIR WARRANT.

Sudan has warned the United Nations of "serious consequences" for its staff and facilities if the International Criminal Court issues an arrest warrant for President Omar Hassan al-Bashir over Darfur, a U.N. envoy said on Monday.

Addressing the U.N. Security Council, Ashraf Qazi, head of the U.N. mission charged with monitoring a 2005 peace accord between Sudan's north and south, said the mission was preparing for any such actions.

"The government has conveyed to me that the issuance of an arrest warrant against President Bashir could have serious consequences for U.N. staff and infrastructure in Sudan," Qazi said, without specifying where the threat might come from.

"We are taking all necessary precautionary measures including strengthening our cooperation with Sudanese security institutions," Qazi said.

On July 14, ICC Prosecutor Luis Moreno-Ocampo charged Bashir with masterminding a campaign of genocide in Darfur, western Sudan, and asked the court for the warrant. The Hague-based court has yet to issue a decision.

Khartoum has acknowledged the distinction between the ICC and the mandate of the two peacekeeping missions in Sudan, Qazi said. However he noted the Bashir government had called the ICC prosecutor's action a political and not a legal move.

The missions in Sudan are UNMIS, a 10,000-strong U.N. force that aims to ensure the north and south comply with the 2005 peace deal that ended two decades of civil war, and UNAMID, a joint operation with the African Union in Darfur.

International experts and U.N. officials estimate at least 200,000 people have died and 2.5 million have been driven from their homes in Darfur since mostly non-Arab rebels took up arms in 2003 accusing the central government of neglect.

Amiri Jeshi Mkuu wa Majeshi ya Ulinzi na Usalama, Rais Jakaya Kikwete, leo anatarajia kuzindua rasmi Kamandi ya Jeshi la Nchi Kavu ya Jeshi la Ulinzi la Wananchi wa Tanzania (JWTZ).
Uzinduzi huo utafanyika Makao Makuu ya Kamandi eneo la Msangani, Kibaha Mkoa wa Pwani na Rais Kikwete atatumia nafasi hiyo kuzungumza na maafisa, wapiganaji na wananchi wa maeneo hayo.
Taarifa iliyotolewa na Idara ya Habari na Uhusiano ya JWTZ jijini Dar es Salaam jana, ilisema kamandi hiyo inajumuisha vyuo, shule na vikosi vyote vya nchi kavu vikiwemo vifaru, mizinga, askari wa miguu na wahandisi wa medani.
Ilisema kuzinduliwa kwa kamandi hiyo kutafanya JWTZ kuwa na kamandi tatu;

Kamandi ya Ulinzi wa Anga (AFC) na
Kamandi ya Wanamaji (Navy).
Wakati huohuo, Kamanda aliyeongoza Majeshi ya Tanzania kusaidia Msumbiji kupambana na waasi wa Renamo mwaka 1986-87, Brigedia Jenerali mstaafu, Simon Amri Makaranga, amefariki dunia.
Makaranga alifariki dunia Machi Mosi, mwaka huu katika Hospitali ya Mkoa wa Morogoro alikokuwa amelazwa na alitarajiwa kuzikwa jana mkoani Morogoro kwa heshima zote za kijeshi. Makaranga alistaafu jeshi kwa heshima mwaka 1997 baada ya kulitumikia kwa miaka 34. Alijiunga na JWTZ mwaka 1963.
